I think problem of militancy arising out of discontent can only be curbed by holding talks with the rebels. It's a right step in that direction by the Nigerian government.

One ting is quite clear about the Nigerian rebels that they are not the religiously motivated terrorists who want to impose their faith on the people. Their concerns are economic and state can address these concerns.
